El barrio de San Sebastián se fundo hacia 1603, con familias otomíes. Estuvo bajo el cuidado  de los Agustinos hasta 1758. En 1708 se empezó la construcción de la actual iglesia que vino a quedar concluida en 1775.

En 1813 fue elevado a rango de municipio hasta 1867, después fue pueblo, también municipalidad y por último villa.  A partir de 1868 y hasta la fecha es denominado barrio.  Su fiesta patronal se celebra el 20 de enero.

This neighborhood was founded around 1603 of otomíes families.  The augustine monks took care of it until 1758.  Building of the actual church started in 1708 and was finished in 1775.  Its tower is considered the most beautiful in the city.

In 1813 and until 1867, it was given the rank of city. Later, it changed to town, municipality, and village.  In 1868 and to present, its denomination is neighborhood.  Its patron saints’ day is celebrated on January 20.
